On March 17, 2021, Rwandan mainstream media, the New Times, KT Press and Igihe, published a signed article by Amb. Rao Hongwei entitled Why China decides to improve Hong Kong's electoral system.

In his article, Amb. Rao points out that the decision by the 4th session of the 13th National People's Congress of China, to improve Hong Kong's electoral system, is an important move to uphold the "one country, two systems" policy, to implement the principle of "patriots governing Hong Kong", and to maintain the long-term prosperity and stability of Hong Kong. This decision is imperative, legitimate, and favourable to Hong Kong itself. Rwanda always expresses its support for China in implementing the "one country, two systems" policy, and its opposition against foreign interference in China's internal issues. We applaud and appreciate Rwanda's solidarity with us. China will remain committed to Hong Kong's long-term prosperity and stability. Hong Kong's future will be brighter!
