Amb Rao Contributes Article to Rwandan Media on the 5th Plenary Session of the 19th CCCPC

On December 21st, 2020, Rwandan mainstream media, the New Times, KT Press and Igihe, publish a signed article by Amb Rao Hongwei entitled Fifth Plenary Session of the 19th CPC Central Committee Brings More Opportunities for China-Rwanda Cooperation. In the article, Amb Rao sheds light on the main outcomes and significance of the Session and its far-reaching impact on China-Rwanda and China-Africa relations.
The article summarizes main outcomes of the historical meeting as five "new"s. First, the Session unveils China's new development stage. China now stands at a historical juncture. 2020 is the last year for the implementation of the 13th Five Year Plan (FYP) and the completion of building a moderately prosperous society in all aspects, with all development targets set in the 13th FYP to be attained on schedule. In 2021, China will embark on a new journey of building a modern socialist country in all aspects.
Second, the Session unveils China's new development philosophy. The most important outcome of the Fifth Plenary Session is the adoption of the Proposals of the CPC Central Committee Regarding the Formulation of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the 2035 Long-Range Objectives, which set out the guiding principles, major objectives, key tasks and major measures for the country's development during the 14th FYP period. The new development vision articulates that efforts must be made to promote transformation in quality, efficiency and growth drivers for high-quality development, greater efficiency and more sustainability.
Third, China's new development pattern, also unveiled by the Session, will accelerate the building of the "dual circulation" growth pattern in which the domestic market plays a leading role with international and domestic markets reinforcing each other. This new pattern will definitely boost higher-quality opening-up.
Fourth, "Common prosperity" is China's new development requirement. Believing that development is of the people, by the people and for the people, the Communist Party of China writes "common prosperity" into its documents as a brand new expression for the first time.
Fifth, China commits to building a new type of international relations. The Session's Proposals emphasize that China will stick to its development of global partnerships, adhere to multilateralism, actively participate in the reform and building of global governance system, and promote a community with a shared future for mankind.
In the second part of his article, Amb. Rao makes three proposals on how to deepen the bilateral cooperation between China and Rwanda. First, the two countries should strengthen mutual learning and exchanges in pursuit of a new type of bilateral relationship which seeks to expand common ground while reserving differences and enhance mutual respect, trust and understanding. Second, the two sides should dovetail their development strategies for win-win results. China's 14th FYP and "dual circulation" development pattern will provide more opportunities for Rwanda to realize its Vision 2050. Third, China and Rwanda should join hands to defend the philosophy of independent development, contribute to the global peace development, and uphold the international order. Successful practices of the two countries can serve as reference to all developing countries in their pursuit of independent progress.
